$\begin{align}  & y=-4x+2\text{    }(y=mx+c) \\ & {{m}_{1}}=-4 \\ & \text{For parallel lines }{{m}_{1}}={{m}_{2}} \\ & {{m}_{2}}=4 \\ & \text{Using one-point form equation }({{x}_{1}},{{y}_{1}})=(2,3) \\ & y-{{y}_{1}}=m(x-{{x}_{1}}) \\ & y-3=-4(x-2) \\ & y-3=-4x+8 \\ & y-4x-11=0 \\\end{align}$
