$\begin{align}  & {{T}_{1}}=240,000 \\ & {{T}_{2}}=a+d,\text{  }{{T}_{3}}=a+2d \\ & d=\frac{2}{100}\times 240,000=1200 \\ & d=1200,\text{ the population increases by 48}00 \\ & {{T}_{1998}}=240,000 \\ & {{T}_{1999}}=240,000+4800=244,800 \\ & {{T}_{2000}}=240,000+2(4800)=249,600 \\\end{align}$
